Well...

Being used prophylactically for malaria means the people taking it don't have malaria, either. They're trying to NOT get malaria. So if you can safely take it to prevent malaria, why can't you safely take it to possibly prevent COVID-19, all other things being equal? Even if that ends up being ineffective, it doesn't make it inherently dangerous.
